Luohu advances "3+3+4" modern industrial system

Luohu, Shenzhen's earliest built-up urban district and a pioneering area of reform and opening up, enjoys a strategic location adjacent to Hong Kong, connected to the Guangdong-Hong Kong-Macao Greater Bay Area and linked to global markets.

During the 14th Five-Year Plan period, Luohu generated nearly 7% of Shenzhen's GDP, nearly 13% of the city's total retail sales of consumer goods and close to 5% of its tax revenue, with less than 3.5% of the city's built-up area. Its economic density, development quality and efficiency have remained among the highest in Shenzhen.

Looking ahead, Luohu is working to build itself into a core area of an international consumption center with global trend-setting influence, a pilot zone for Shenzhen-Hong Kong integrated development with strong global resource allocation capabilities, and a demonstration zone for modern service industries with international market reach.

To support this goal, the district is advancing a "3+3+4" modern industrial system (three traditional pillar industries, three distinctive industries and four emerging industries) and shaping a spatial structure of "one axis, two belts and three clusters." It aims to develop new quality productive forces according to local conditions and make new progress in building a pioneering urban district for sustainable socialist modernization.
